Any team in the SPL can beat each other on their day and that includes Rangers and Celtic. The best teams outside Rangers and Celtic at the moment are probably Hearts (who are in the group stages in the UEFA cup), Aberdeen and possibly Hibernian who have many good young players. All the other teams are also of a good standard. Dundee had an exciting team full of quality South American and European players, but almost went bankrupt and have a very small squad, which includes a Norwegian striker called Glenn Atle Larsen who never seems to get a start for them. But they are quite poor now. The weakest team by far is Inverness Caledonian Thistle who are ground sharing with Aberdeen this season because their stadium does not seat 10,000, which is a ridicioulus rule. They are paying Aberdeen a huge amount to rent the stadium and to make matters worse Inverness is 100 miles from Aberdeen. Aberdeen's stadium is the closest suitable stadium. I wouldn't be surprised if they get relegated and become bankrupt. I don't really know the standard of the Norwegian league but the standard in Scotland is quite good despite our poor national team and the general outlook that Celtic and Rangers completely dominate the league.
I read somewhere that Brann lost their 3 best players recently, Helstad, Karadas and Furuseth Olsen, I assume you must have replaced them judging by your good league position?
